This requirement applies specifically to properties classified as residential, farm, managed forest, or conservation land. For business and non-residential properties, directly filing an appeal with the ARB is permissible without the prerequisite of an RfR.

The appeal process is accompanied by fees and must be initiated within defined deadlines following the RfR decision notification or assessment notice receipt for business and non-residential properties. The ARB, upon receiving an appeal, conducts a thorough review process, which may involve a hearing. This process ensures fairness and compliance with legal assessment standards, offering property owners a formal avenue to dispute and potentially rectify their property's assessed value or classification​
